Intelligence experts warn of a coordinated Russian assassination campaign against targets on NATO territory. This marks a qualitative escalation of Russian hybrid warfare beyond sabotage and cyberattacks. For NATO members, this means increased protection efforts for personnel and infrastructure as well as reinforced counterintelligence.

Elbridge Colby presented the ongoing US review of forces in Europe to the North Atlantic Council on August 27 and called on allies to demonstrably prove military leadership. A Joint Advisory published on August 26 by NSA, FBI, and CISA identifies the China-linked hacker group QTFY as a new, highly active threat against military and critical infrastructure – supplementing the already known Volt Typhoon actor. The group relies on distributed systems and requires no sophisticated exploits, which massively expands the attack surface. This is a significant new development compared to previously reported Russian and Iranian cyber threats.
